A news of 08/02/2023 in cbsnews.com said that an adult ATV rider died as he was thrown down from the ATV running at excessively high speed. As per Lake County Sherrif official report, the ATV crash took place on Tuesday morning in unincorporated Spring Grove.
It was reported to the local Sherrif’s office that a man got thrown down a running ATV. It was around 1am when they visited Greenwood Avenue and North Lake Shore in response to a person’s report of the mishap.

Deputies sent from the Lake Country Sherrif office spotted a 56-year-old person named Glenn Luthardt unresponsive and unconscious. According to them, the deceased was from Spring Grove.

They took him to the nearby Northwestern Medicine McHenry Hospital. He was discovered in critical condition and he didn’t survive long to be declared dead before long.

But initial investigation revealed that he was drunk while driving and further investigation unwrapped a shocking truth that he was drinking at a local bar before he started riding ATV.

An eyewitness testified his running at break-neck speed when passing Grass Lake Road onto Lake Shore Drive. It was there he got thrown off the speeding ATV as he lost control. It is still unconfirmed what the main reason for this sad and shocking demise was. It may be he was drunk or the killer speed may be culprit.

The mercury of suspicion rose higher when it was discovered by the Sherrif Office that his vehicle was removed from the accident spot by someone following him. Some acquaintances present there helped in moving the ATV from the scene. But the ATV was spotted hours later half a mile away, it was parked in the backyard of a nearby residence.

Educating riders on the dangers of consuming alcohol before operating any vehicle can help them make more informed decisions.

According to a reported published Yesterday by The Altoonam Mirror, following the proposed Multi-Use Heritage Tourism and 6-county Motorized trail, the residents of East Freedom went to the Freedom Township fire hall in order to learn more details and offer their feedback on the same. Doug Wagner, who happens to be the Allegheny Ridge Recreation Association president, led that discussion together with Jim Laid who is in charge of Laird Landscape Architecture.

According to the survey that was done online via the ARRA website, 2644 individuals gave their feedback. Those who gave their response accepted the ideal of getting more land legitimately for riding various ATVs.

As per Wagner’s observations, the organizers wanted to have something that is close to the Hatfield-McCoy Trial System that is located in West Virginia. Additionally, the trail ought to have been ideal for horseback riding, mountain bicycling, hiking among other outdoor adventures.

With all these activities happening on the trail, there is a need to remain environment-friendly. As a result, there was need to utilize logging roads, fire lines, old mining sites, existing rail beds and so on.

After all, it is not prudent for one to put a trail on someone’s property and he or she is not willing to participate in this undertaking. Therefore, these measures would go a long way in respecting other people’s private property.

Since Laid was the consultant, he participated in the feasibility study and played a key role in making the entire project a success. Additionally, he played an instrumental role in enabling the communication on as well as linking maps so that the locals can comprehend the nitty-gritties of the project.

If Laird’s opinion is anything to go by, then the second industry in Pennsylvania is none other than the recreation activities that take place outdoors. A good example is ATV riding. Should the Southern Tire or Western part of New York introduce ATV trails?

Today, a report published in The Post Journal says that the lawmakers of those localities intend to explore in the coming days. In fact, this issue resurfaced during the meeting that was held by Chautauqua County Legislature Planning and Economic Development Committee Here, the Kinzu Region ATV Association together with Tim D’Angelo discussed this issue at length.

Tim D’Angelo is a strong believer that ATV trails should be introduced as a regional matter rather than a county issue in reference to Chautauqua County. Additionally, he noted that the Hatfield-McCoy Regional Recreational Authority is actually a 9-county economic development project that is located in West Virginia.

As per the Economic and Fiscal Impact of Hatfied-McCoy Trail system study that was conducted in 2022, 94000+ riding permits were given out, where 78000 of those permits originated from West Virginia. Whenever non-locals come to have fun on the ATV trails, it is estimated that they spend $80 million or thereabout. This means that introducing ATVs and developing ATV trails can help generate more income within the region. For example, there had been news on state grants for ATV & Snowmobile projects in Pennsylvania with the aim of boosting local economy and tourism potentials.

In fact, New York Off Highway Recreational Vehicle Association conducted a study and established that within 120 minutes of Chautauqua County, 500000+ ATVs and UTVs were looking for venues to ride. With these numbers in place, it is no secret that introducing ATV trails as a regional issue rather than a county issue can pay off.

According to D’Angelo, the state of New York can offer much-needed help by doing what it does with snowmobile fees. Here, these fees usually go back to the organization that is mandated with maintaining the trail system. As we say, ATV registration fees are not used for this purpose. As a reminder, UTV cannot be registered in New York as they weigh 1000 pounds and above.

The change D’Angelo aims to see is that the conventional registration fees that are charged on UTVs and funnels be taken back to develop the trail system. He also noted that snowmobiling has been weather dependent for years. This means that you can snowmobile in January, March, April, October, November or even December. It all depends on the timelines that work for you. This makes snowmobiles better than ATVs.

As far as ATVs are concerned, it is imperative to note that one can operate them in NY for longer sessions. However, if you want to ride your ATV, ensure that you avoid doing so during the hunting season. Moreover, avoid riding it during spring and winter since you might come across muddy trails along the way, thereby damaging your ATV.

If you want to have unlimited fun when riding your ATV, first and foremost, look out for the area where the trails head to and then determine who are the landowners there so that you can know their preferences. Once you are done, you can look out for the associated costs and whether there are any funds offered as grants or not.

According to D’Angelo, an ATV trail system has to be separated from a snowmobile trail as the ATV needs to have an improved foundation especially when there is a high traffic. This will make them more sustainable. According to David Wilfong, R-Jamestown, parking an ATV outside Bradford will cost you $35.Thankfully, there are a few places where you can purchase meals and also wash basins.

Both D’Angelo and David Wilfong agree that one cannot ride an ATV on snowmobile trails. This can be attributed to the fact that snowmobile ride on ice and do not get damaged while their counterparts are likely to be damaged in the long run. After all, the ATVs have spinning wheels and thus might need more maintenance once if you have to keep riding on snow trails.

With this in mind, D’Angelo was recommended by Kevin Muldoweney and R-Dunkirk to meet Mark Geise who is currently the deputy county executive of economic development and CEO of the county Industrial Development Agency (IDA) and establish if there is a possibility for ATV trails to be introduced as a regional issue and see how it goes. However, to avoid fatalities associated with ATV riding and other off-road fun; safety awareness must be given importance. That may include introducing speed limit (news on death for high-speed ATV running) for ATV and helmet to be a must wear ATV accessory. Wearing a helmet is both a law in almost all the states in USA and a mandatory rule in the ATV trails in USA. But to ensure safety measures, you must pick the right ATV helmet for you.

According to a 06 February (Monady) report of tnonline.com, grant-seeking applications for Snowmobile and ATV projects have been flooding the DCNR – Department of Conservation and Natural Resources. Cindy Adams Dunn, acting secretary of DCNR, confirms the rumor that they are receiving thousands of applications regarding the topic in the news.

 DCNR, the responsible body for outdoor recreation and events, endorses such enthusiasm. They believe that projects like that will improve the state of the outdoor recreational fields across the state and boost the local economy. Dunn went on to say, “We are eager to accept applications for the projects that are substantial and live up to the expectation. And the perfect time for applying for grant would be on the grant round of this year.”

DCNR will receive grant application for the said projects till March this year. But applications must be sent through the proper channel. And in this case, curious applicants have to apply electronically via the online grant application system of DCNR. 

To be eligible for these grants, applicants must be adorned with planning, acquisition, and development of land, its development, rehabilitation, and the logistics – purchase of construction and maintenance equipment that are fit and used for ATV and Snowmobile trails and other facilities. 

Worthy applicants may include nonprofit and for-profit organizations and municipalities in Pennsylvania. However, applicants other than the mentioned types may apply and get granted, but preference will be given to the said ones.   

Interestingly enough, funding for those grants is managed by Restricted Accounts of Snowmobiles and ATVs. These are money accumulated by the concerned authority from the fees paid as the registration fee by every Snowmobile and ATV owner interested in riding in the state.

But for peculiar exceptions, Pennsylvania OHV law has made it mandatory for every ATV and Snowmobile rider to get registered with DCN. To give an impression, Pennsylvania alone has 275000 ATVs and 38000 snowmobiles registered with DCNR. A visit to the web pages of DCNR will give you an in-depth idea.
